The Dakotas Joint Committee for the Division of Property 1889

The Dakotas Joint Committee for the Division of Property began on July 16, 1889 and dissolved on July 31, 1889. It allowed for delegates from both the North and South Conventions to meet in Bismarck and negotiate the splitting of the Territory of Dakota.

All members were introduced, A. G. Kellam and Andrew Sandager were elected secretaries, A. G. Kellam and Edgar Whittlesey Camp were elected as alternating Chairmans, resolutions regarding the requisite majority, attendance of meetings, witnesses and public records were presented and voted on. The Commission agreed to adjourn until 3 o'clock the next afternoon.

The Commission selected two Assistant Secretaries, each chosen by their respective delegations. A resolution on reporting any agreement upon public records of the territory was presented. The Commission then held an informal discussion on the division of the territory and public institutions.

The Commission continued discussion on the division bonds and expenditures of public institutions of the territory. A resolution to have the Secretaries jointly prepare a report on the bonds issued for each public institution in Dakota was presented and agreed to.

The Commisssion discussed the division of the public records and bonds of the territory. Several resolutions were presented on the matter before a committee of three was appointed in order to create a joint resolution. The Commission then informally discussed the meeting times of the Commission before adjournment.

Mr. Kellam presented a Resolution on the Records and Books Pertaining to North and South Dakota, on which further action got postponed until the following Monday. The respective sections of the Joint Commission proceeded to prepare sealed bids of both North and South Dakota for the Public Library.

Further discussion on the division of the territorial records was had before the question was given to the Special Committee of Chairmen. The Committee on Militia Property presented their report and the report of the Adjutant General. The Special Committee of Chairmen then presented a complete draft of the Articles of Agreement which were read, discussed and amended article by article before it was referred back to the committee for engrossment.

The Committee on Agreement submitted a draft which was informally discussed before being referred back to the committee. A resolution on the adjournment of the Commission was proposed and adopted. The Commission then adjourned until the afternoon.

The Article on Territorial Debts and Liabilities was signed by the member of the Commission. The members then presented resolutions of thanks to chairmen, the officers, the territorial governor, and the delegations of each convention. The Journal of the Joint Commission was then read, corrected and approved before the Commission stood adjourned subject to the call of the Chairman.
