Jacob M. Howard

United States Fourteenth Amendment & The Civil Rights Act of 1866

(10 July, 1805 -- 2 April, 1871) Howard was an American lawyer and politician. Born in Bennington County, Vt., Howard studied law and was admitted to the bar in 1833. Howard was a member of the State house of representatives (1838) and was elected as a Whig to the Twenty-seventh Congress. Subsequently, Howard was elected as a Republican to the United States Senate to fill the vacancy caused by the death of Kinsley S. Bingham and reelected in 1865.
