Samuel A. Merritt

The Civil Rights Act of 1875

(August 15, 1827 — September 8, 1910) Merritt was a public administrator, lawyer, politician, and businessman. Samuel Merritt was born in Augusta County, Virginia and moved to California after graduating from Washington College (now known as Washington and Lee University). While in California, Merritt served as a member of the State House of Representatives (1851-1852) and the State Senate (1857-1862). After moving to the Idaho Territory in 1862, he was elected as a Democrat to the Forty-Second Congress (1871-1873) to represent the territory. After serving in Congress, he moved to Salt Lake City, Utah, and served as the Chief Justice of the Utah Territory Supreme Court from 1894 to 1896.
