The Civil Rights Act of 1875

(December 6, 1819 — January 8, 1890) Harper was a civil engineer, draftsman, surveyor, businessman, and politician. James Clarence Harper was born in Cumberland County, Pennsylvania and moved to North Carolina in 1840. Harper is known for drafting the layout of the town of Lenoir, North Carolina in 1841. He worked in the mercantile business and became involved in the manufacturing of cotton and woolen goods. He served in the State House of Commons from 1865 to 1866, and as a colonel in the State Militia. Harper was elected as a Democrat to the United States House of Representatives, serving during the Forty-Second Congress from March 4, 1871 to March 3, 1873.
