The Civil Rights Act of 1875

(1 November, 1836 – 19 February, 1893) Spencer’s was a practiced lawyer and brevetted brigadier general. George Eliphaz Spencer was born in Champion, Jefferson County, New York. He studied in Canada, moved to Iowa, and Alabama. He was admitted to the bar in 1857.
