On the understanding that all of the participants in the talks believe (taking account of the indicative work programme provisionally agreed in the Business Committee) that there remains a significant and substantive body of work to be done but that the prospects of success would be enhanced if there were a pause in discussions over the holiday period, the two governments would be content with the following arrangements:
i. the talks in Strand 2 should be adjourned on or about 24 July, and should be reconvened on or about 1 September;
ii. the opening meeting of Strand 3, involving the 2 governments, will be held in Dublin in the week beginning 27 July;
iii. as agreed last year, there should be a plenary meeting of Strand 2 in Dublin, to be held in the week beginning 14 September.
On the basis that these arrangements are acceptable to the Independent Chairman, and the other talks participants, the two governments would wish to make it clear that they have agreed that the next meeting of the Anglo-Irish Conference would not be held before the week beginning 28 September.
