Northern Ireland Forum for Political Dialogue

The Forum for Political Dialogue met between 1996 and 1998 in Belfast as part of the negotiations that led to the Good Friday Agreement.

The Forum

The Northern Ireland (Entry to Negotiation, etc) Act 1996 provided for a Forum constituted by delegates elected in elections under the same Act to consider and examine issues relevant to promoting dialogue and understanding within Northern Ireland. The Forum met at the Interpoint Centre, York Street, Belfast from 14 June 1996 to 24 April 1998.

The Business Committee agreed to recommend to the Forum that an additional Standing Committee be formed to look at the economy. Composition, terms of reference, and so on, will be put to the Forum formally next Friday. In the meantime, parties could usefully consider their nominations and pass them to the Forum Secretary.

The Business Committee agreed to recommend to the Forum that it accede to a request from Standing Committee B to extend its terms of reference to cover two additional areas of work — the pre-school voucher scheme and the link between business needs and education and training.

In order to allow the work-load of the Standing Committees to be spread more evenly within the time available for Committee activity on Thursdays, it is recommended that no more than four Committees, plus the Business Committee, should meet on any Thursday. There will be a meeting with Committee Chairmen to work out the scheduling that this will require.

Lastly, there was agreement at the Forum on 27 September that the issue of disability should command the attention of a Standing Committee. The Business Committee recommends that this matter be added to the terms of reference of Committee C, which deals with health matters.
