A senior at Utah Valley University, Ashlynn, is majoring in Political Science with an emphasis in Public Administration and Policy. She is currently working on both the NEH Grant-funded Wyoming and Idaho Quill projects. The Quill Project has surrounded Ashlynn with both peers and mentors that are curious and resourceful. She has learned new research methods and has gained more respect for historical policymakers.

Description: The Wyoming Constitution Convention began September 2, 1889 without the authorization from an enabling act. The articles were individually voted on, creating the final Constitution of Wyoming on September 30, 1889. It was later ratified on November 5, 1889.
