A message from the Senate, by Mr. McDonald, its Chief Clerk, announced that the Senate had disagreed to the amendments of the House to the joint resolution (S. R. No. 8) proposing an amendment to the Constitution of the United States, asked a conference on the disagreeing votes of the two Houses thereon, and had appointed Mr. Stewart, Mr. Conkling, and Mr. Edmunds, conferees on the part of the Senate.
