Resolution on the Constitution and Fugitive Slave Law

Resolved, That the committee of thirty-three be in-structed to review the personal liberty laws of the States, to ascertain which of them is in conflict with the Constitution of the United States, and to embody the result of such investigation in their report; and that said committee be further instructed to inquire if the fugitive slave law is not susceptible of amendment, so as to effectually prevent kidnapping, and to render more certain the ascertainment of the actual condition of the fugitives.
