State board to be composed of engineer and superintendents of water districts, not more than half of whom shall be of one political party. When a man looks for political preferment he shall be disqualified to hold office on the board. “The right of eminent domain shall never extend to or be exercised over any of the appropriated waters of any natural streams, springs, lakes or collections of still waters in this state.” “The waters of all natural streams, springs, lakes and still waters of the state not heretofore appropriated for any useful purpose and hereby declared to be the property of the state may be taken and appropriated by the actual settlers on and along said streams, lakes and still waters for any useful purposes and under such limitations and restrictions as may be prescribed by law and as near free of charge as may be.” Other usual provisions are made.
