Public Buildings and State Institutions

SECTION 1. All property and institutions of the Territory shall upon the adoption of the constitution shall become the property and institutions of the State of Utah.

SECTION 2. Reformatory and civil institutions and those for the benefit of the insane, blind, deaf and mute And such other institutions as the public good may require shall be established and supported by the State in such manner and under such boards of control as may be prescribed by law

SECTION 3. At the general election in the year one thousand eight hundred and ninety-six the question of the permanent location of the seat of government is hereby provided to be submitted to the qualified electors of the state and the majority of all votes upon said question shall determine the location thereof. In the case there shall be no choice of location at said election the question of choice between the two places for which the higher number of votes shall have been cast shall be and is hereby submitted in the like manner to the qualified electors at the next general election thereafter; PROVIDED that until the seat of government shall have been permanently located the temporary seat of government shall be and remain in Salt Lake City, Utah

SECTION 4. When the seat of government shall have been located as herein provided the location thereof shall not be changed except by a vote of two-thirds of all the qualified electors of the State voting on that question at a general election at which the question of the location of the seat of government shall have been submitted by the legislature.

SECTION 5. The Legislature shall make no appropriations or expenditures for the capital buildings or grounds until the seat of government shall have been permanently located.]

SECTION 6. The public institutions of the state are hereby permanently located at the places hereinafter named each to have the lands specifically granted to it by the United States in the act of Congress approved July 16, 1804, to be disposed of and used in such manner as the legislature shall provide; FIRST: The State prison at the city of Salt Lake in the County of Salt Lake. SECOND: The State Fair at the City of Salt Lake in the County of Salt Lake. THIRD: The State Reform School at the City of Ogden, in the County of Weber. FOURTH: The Insane Asylum at the City of Provo, in the County of Utah. FIFTH: The Institution for the Deaf, Dumb, and Blind at the City of ______ in the County of _______.
