Reformatory and penal institutions and those for the benefit of the insane blind deaf and mute and such other institutions as the public good may require shall be established and supported by the state in such manner as may be prescribed by law.

All property and institutions of the territory shall upon adoption of the constitution become the property and institutions of the state of Utah. The governor secretary of state and attorney general shall constitute a board to be known as the state prison commissioners and shall have the control direction and management of the state prison.

The governor shall be chairman and the board shall appoint a warden who may be removed for cause. The warden shall have the power to appoint his subordinates subject to the approval of said board.

The legislature may authorize the employment under State supervision and the state prison commissioners of convicts on public roads or other public works but said convicts shall not be let or hired to any contractor nor shall the working of convicts on public roads or public works ever interfere with the preparation for or the cultivation of any crop which it may be intended shall be cultivated by the said convicts nor interfere with the good management of the state farm nor put the state to any expense.

It shall be steadily kept in view by the legislature and the board of public charities that all penal and charitable institutions should be made as nearly Institutions self supporting as Is consistent with the purposes of their creation.
