A proposition for insertion in the Constitution.

Providing: that all important laws and amendments to the Constitution shall be referred to the Electors.

Sec. 1. Through the medium of the Governor or on demand of twenty-five thousand (25,000). Electors of the State, all important bills shall, after having passed both houses of the Legislature be submitted to a vote of the people for adoption or rejection.

That all amendments to the Constitution shall be submitted to the Electors, a majority vote in both cases shall determine the will of the people.

Sec. 2. Initiative: The people shall enjoy the inherant right of the initiative. On demand of twenty-five thousand (25,000) Electors they may propose laws to the Legislature, whose duty it shall be to consider same.

Fifty thousand (50,000) Electors may propose amendments to the constitution.
