Public Buildings and State Institutions

Section 1. All property and institutions of the Territory shall upon the adoption of the constitution shall become the property and institutions of the State of Utah.

Section 2. Reformatory and civil institutions and those for the benefit of the insane, blind, deaf and mute And such other institutions as the public good may require shall be established and supported by the State in such manner and under such boards of control as may be prescribed by law.

Section 3. The location of the seat of government shall be at Salt Lake City; provided, that there shall not be an appropriation of any money for the construction of a capitol building for a period of five years.

The public institutions of the state are hereby permanently located at the places hereinafter named each to have the lands specifically granted to it by the United States in the act of Congress approved July 16, 1804, to be disposed of and used in such manner as the legislature shall provide:

First: The State prison at the city of Salt Lake in the County of Salt Lake.

Second: The State Fair at the City of Salt Lake in the County of Salt Lake.

Third: The State Reform School at the City of Ogden, in the County of Weber.

Fourth: The Insane Asylum at the City of Provo, in the County of Utah.
