Warrum also presented a proposition on public lands, providing for control of lands by three commissioners. "No law shall ever be passed by the legislature granting privileges to persons who may have settled on public lands without knowing them to be such. The legislature is constrained to pass laws for the proper disposal of lands. Not more than 160 acres are to be sold to any corporation or individual.
