Low, of Cache, offered a proposition on private corporations to repeal all existing charters where there is no bona fide organization against the conferring of powers by special act; against increasing stock without the consent of a majority of the stock; against combinations by common carriers; against construction of a street or other railroad through a city, town or incorporated village without the consent of the local authorities to give connecting rights to telegraph and telephone lines; also against pools and trusts.
