Kerr, of Cache, offered a proposition on education, which is quite comprehensive. It provides for the gratuitous, uniform system of education of all persons between the ages of 6 and 21 years. One or more schools must be maintained in each school district at least six months in every year. The system will include primary and grammar schools, kindergartens in cities of over 10,000 population and high schools and night schools wherever the school authorities shall decide to establish them. The whole revenue from the school fund however, is to be applied to kindergartens, primary and grammar schools, which are the only ones that shall be free. All funds from school lands and moneys paid for exemption from military duty are to constitute the school fund. The legislature must raise any additional funds for keeping up schools the necessary six months. Children must attend school at least four years between 7 and 14 years of age. All institutions of higher education are to be concentrated in the University of Utah, located at one place. General supervision of the public schools is vested in a state board of education, consisting of the state superintendent, the regents of the university. This board of regents shall consist of twelve members—the state superintendent, attorney-general and president of the university to be ex-officio members. Three are to be elected by the alumni of the university and the other six by the people. The term of office is six years, but elections are so arranged that one-third shall be elected every two years. Country superintendents, who shall be ex-officio commissioners of lands, are to be chosen. School books are to be chosen every five years by a convention of the state board, county and city superintendents. The location of the institutions for the deaf, dumb and blind is to be left to the people. Teachers must not be interested in the sale of books or apparatus. No political test is to be applied to either students or teachers and schools must be free from sectarian control. Appropriations cannot be made for sectarian schools.
