Resolution on the Exercise of State Rights

Resolved, That the powers not delegated to the United States by the Constitution, nor prohibited by it to the States, are reserved to the States respectively, or to the people, and the Federal Executive can neither directly not indirectly exercise any of the powers thus reserved, or lawfully restrict or obstruct the exercise thereof by the people.
